I think the ashes, who Andraste really was (Mythal, OGB Dumat), and the temple itself room all intertwined.

The holy place is initially some type of Elven place (evidenced by statues and also the Mythal mosaic) on top of a huge lyrium mountain so basically a Titan.

There's ALOT of monster magic happening there from all 3 of the major magical pressures in Thedas in mine opinion: the Old god in the form of Andrastes ashes (Old God Baby), the holy place (Mythal), and the mountain it was developed into (Titans). Therefore yes, ns think the ashes do work.
