Seems like every time I have a quest that asks me to make a choice, the end result is always the same. The only difference is what I see happen, or the method of completing the quest. The reward and experience is always the same, I've done several characters and run through different quests with different choices and haven't seen a difference yet. Does it matter later in the game? I'm only up to level 25 at this point.

Very much so, without telling you which, there is a specific guild quest in the future you get, based on your decision, you will get an epic item, or 2 skill points. So yeah, decisions can have a huge impact on rewards and environment around you.
This is essentially one of the ONLY quests in the game where “choice” matters.
In other words, no, choices you make don't ever seem to make any difference in the game at all, it's just an illusion of choice.
Without giving off to much information, there is this one quest I remember doing which involved killing an NPC off in the game and I chose the option to kill him. However later on doing another quest he was just there like nothing ever happened…
the choices you make change the gameworld (the town can literally change) and in ColdHarbour the choices you make change aspects of the final questline
Ebonheart Pact starting zones have choices which drastically alter the starting zone in your future visits there.
I wish it could be more like Mass Effect where choices you make in, say, Stros M'kai end up changing which NPCs you can get to help you on your Veteran Rank 1 quest, but that is a big ask for an MMO.
The stibbons quests do in daggefall convenant. They are my absolute favorite questlines, its a bad luck brian sort of questline where you can either choose the right choice, or screw a man named stibbons over and over again resulting in goofy fates (and one serious fate resulting in body possession) to him.
They are adding “morality” to the game with the Thieves' Guild and Dark Brotherhood update(s). I actually think past choices MAY already be keeping track on a hidden stat. There are plenty of. Choices however that result in characters disappearing permanently from the game – due to death or repugnance at your decision.
Now I'm curious I know there is some important one's later but early I'm not sure, I know at about 18 I pushed a guy off a tower instead of talking to him.
LOL If I had a dollar for every time I'd rather push some dude off a tower rather than talking to him.
It might not seem like your choices have an effect, but even the choices you make on noobie island, come back much later. Lvl 30+ where you will get 1 of 2 different quest lines based on what you chose in your last quest before leaving noobie isle.
I was however saddened, that all the accidental curses and possessions I inflicted onto Stibbons, where cleared right up when I met him next time. I guess in the end, what does not kill him makes him stronger when he ends up in coldharbor but I'm not sure if that happens anyway, if you chose not to give him any cursed artifacts…
Nope.. and some quests have let x live or die. No matter what you choose, the reward is the same. (well almost the same.. maybe you get a dagger, maybe a shield) But you dont get to see what it is before you choose, so NO it really doesnt matter.
